The unnamed man broke his back when he fell a distance of three metres through exposed floor joists as he worked on a project to refurbish a corner shop and construct four new one-bedroom homes in Widnes in May last year.
At the time of this incident, the 40-year-old was operating for the principal contractor on the work Frank Rogers Ltd and an investigation by the Health and Safety Executive (HSE) found that safety practices at the site were insufficient.
For instance, because no internal staircase was present in the property, workers had to either climb up a ladder or through a window opening from scaffolding to get to the first floor.
The man took the latter option and fell between the joists, leaving him severely injured and temporarily unconscious.
